From your description of "sparking", there is arcing from one conductor to another. This arcing, or shorting should trip the breaker that supplies the circuit for the range.

If the arcing is happening and the circuit is staying live, then there is a safety problem in how the circuit is wired.

Unless you are well versed in working with electricity, then a trained electrician is needed to troubleshoot the problem and fix it.
