Collateral damage? No.

I don't support many wars, but there are times when defending ourselves from people who intend to do us harm is necessary. We probably do more damage than all other countries, and that is a huge problem, but that doesn't mean we should accept adversaries acting against us. And since war is a brutal necessity at times, we need to keep actual collateral damage to a minimum. That means trying war criminals who purposely commit heinous acts that don't serve to protect others.
