I heard another idea of an international Geneva Convention for cyber weapons.

It's a huge problem that's getting worse and it won't get better on its own. If a technical fix to state-sponsored malware, cyber weapons and cyber espionage is impossible, as I think you suggest, it still needs to addressed. How can the US motivate Russia to quit causing harm to our society? How can the US motivate China to stop stealing industrial secrets?

My inclination is to not give up on technical fixes yet.The US intel agencies put most of their efforts into offensive tools. Defensive tools need a lot more work. Maybe electronic mouse traps and bear traps can be hidden in trojan horse code to muck up or wreck the bad guys' systems.

One of the ironic facts today is that some of the bad guys are using hacking tools stolen from the NSA. The Baltimore municipal hostage-ware got to their system using a NSA tool. Security Breach and Spilled Secrets Have Shaken the N.S.A. to Its Core

The US once had a cyber technical advantage on the rest of the world similar to when the US was the only country with nuclear weapon technology. That is no longer true.
