Trump's National Economic Council Director Larry Kudlow's attempt to avoid saying Trump doesn't know how tariffs work was pathetic.

On Fox no less, Kudlow stumbled all over himself. Chris Wallace didn't cut him any slack. Responding to one of Trump's idiotic statements, Wallace told Kudlow, “Larry, that isn’t true. It’s not China that pays tariffs; it’s the American importers.”
Kudlow responded. “Fair enough. In fact, both sides will pay. Both sides will pay in these things.” His argument is to equate direct taxation of US corporations with a presumption of lost opportunity costs on Chinese exporters.
I know quoting trump is as gratuitous as counting the number of days since the zoo beat Utah in football, but here's couple anyway.
“Billions of Dollars are being paid to the United States by China in the form of Trade Tariffs!”
— President Trump, in a tweet, Feb. 16, 2019
“The tariffs are bringing a tremendous amount of money to our Treasury.”
— Trump, in remarks to the Cabinet, Feb. 12
“Those tariffs are costing them a lot of money, and they’re going into our Treasury; remember that, we’re filling up with billions of dollars.”
— Trump, at a campaign rally in El Paso, Feb. 11
