Because you accomplish the same thing by exchanging information. In cases where insurance is used the insurance companies don't care about a police report (if there is even one) they negotiate who pays for what.
We don't even take pictures at accidents unless it's a hit and run, a DUI crash or there are critical injuries. State law doesn't even want a report unless there are injuries or severe damage.
Many agencies around the country aren't responding to property damage accidents. During a snowstorm it can take us hours to respond.
If I get in an accident with property damage I'll exchange info and go on my way.
